Digi Locker is a flagship initiative of Ministry of Electronics & IT (MeitY) under Digital India programme. Digi Locker aims at ‘Digital Empowerment’ of citizen by providing access to authentic digital documents to citizen’s digital document wallet. The issued documents in Digi Locker system are deemed to be at par with original physical documents as per Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries providing Digital Locker facilities) Rules, 2016 notified on February 8, 2017 vide G.S.R. 711(E).

A major work of the office is facilitating students to travel to the University and back to home. The office as such arranges for bus passes for students in large numbers. The process involves the smooth conduct of various stages of cash collection, deposit, preparation and distribution.
The office of the D.S.W also arranges by recommending to the Vice-Chancellor financial aid to the needy and physically handicapped students. This process involves assessing and verifying details prior to the actual disbursement.
Students are encouraged to undertake trips to places of educational and historical importance. These trips are organized in a manner so as to develop leadership qualities and inculcate the human values among them. Above all the trips are expected to enable students to learn and adapt to the cultural diversity and appreciate other societies and languages too. Fifty per cent of expenditure incurred is funded by the Dean Students’ Welfare.
The office of D.S.W. also provides financial assistance for arranging guest lectures in the different University Teaching Departments as well as inter-disciplinary lectures.
The DSW office organizes the Annual Function, Foundation Day, Diwali Fest, and many other Youth Culture Programmes of U.T.D. students. A calendar of Activities is released every year. Under the Chairmanship and able guidance of Dean Students Welfare, the department has been active in supporting many initiatives for improving the cultural atmosphere in the University.

Hence, it is the duty of the Cell to oversee effective implementation of the policies programmes and institutional mechanism to promote inclusive growth for disadvantages groups (SC/ST, OBC, Minorities, & physically challenged) to provide guidance and counselling with respect to academic, financial, social and other matter and it is an effort to educate, council and empower the nation builders to realize their potential and bring them to the main stream of society; which will enable them to contribute to the workplace, community and the nation at large. The basic aim of EOC is to ensure that persons (Students, staffs, faculties or the community) from various diverse backgrounds of community, religion, region, gender or ability are not deprived of their rightful opportunities. They must have access to all pedagogical and extracurricular recourses; which will promote inclusivity and harmony. Maintaining the momentum of quality consciousness is crucial in Universities. Internal Quality Assurance Cell, in fact, is conceived as a mechanism to build and ensure a quality culture at the institutional level. According to UGC guidelines, every University should have an internal quality assurance system, with appropriate structure and processes, and with enough flexibility to meet the diverse needs of the stakeholders. The internal quality assurance mechanism of the University may be called “Internal Quality Assurance Cell (IQAC)”. The IQAC is meant for planning, guiding and monitoring Quality Assurance (QA) and Quality Enhancement (QE) activities of the University. The IQAC may channelize and systematize the efforts and measures of an institution towards academic excellence. The IQAC should become a driving force for ushering in quality by working out intervention strategies to remove deficiencies and enhance quality. In pursuance of its Action Plan for performance evaluation, assessment and accreditation and quality up-gradation of institutions of higher education, the National Assessment and Accreditation Council (NAAC), Bangalore has proposed that every accredited institution should establish an Internal Quality Assurance Cell (IQAC) as a quality sustenance measure. Since quality enhancement is a continuous process, the IQAC will become a part of the institution’s system and work towards realisation of the goals of quality enhancement and sustenance. The prime task of the IQAC is to develop a system for conscious, consistent and catalytic improvement in the overall performance of institutions. For this, during the post accreditation period, institutions need to channelize its efforts and measures towards promoting the holistic academic excellence including the peer committee recommendations.
The University Library named after the former Prime Minister of India Sh. Atal Bihari Vajpayee is strategically located, with excellent state-of-the art computer facilities and stress free environment. It provides digital facilities to the students. The library system, besides being elegant, provides support for the academic and research pursuits. It has a rich collection of knowledge resources, volumes of books and volumes of journals. National Service Scheme (NSS) has been playing a vital role in enriching the souls and minds of the students of the university since long time. The overall objective of this scheme is ‘Education and Service’ to the community and by the community. It is a programme for students to cater to the needs of the community, as and when required. It will also help the students to communicate with the society. The students joining this scheme develop many behavioral interactive skills. They visit the rural areas as NSS volunteers during the camps organized by the concerned colleges or departments of the university. The NSS volunteers take initiative in developing a Technocratic Environment and also help the underprivileged people to develop themselves. The scheme promotes the ability to present them in a better way. Thus the ultimate goal of the scheme is to strive to inculcate the bond of patriotism, national integration, brotherhood, communal harmony among these volunteers. NSS has been active in the University and its college’s right from the establishment of this scheme. NSS volunteers are regularly organizing camps for Blood Donation, Eye Checkup, General Physical Checkup and Preventive Medicare and Immunizations. They are also actively participating in fight against polio and AIDS and epidemic of Covid-19. During special camps the volunteers engage themselves in physical labor also and help in such activities as ground cleanliness, taking care of cremation grounds, eradicating congress and other vegetables and tree plantation. The NSS volunteers create awareness about social problems like population explosion, pollution, importance of girl’s child, evils of dowry system and harmful effects of drinking, drugs and other intoxicants. As the theme of NSS for this year is “Youth for Haryali” special care is being taken for the plantation and protection of planted trees. The University has 4672 NESS Volunteers enrolled for the year 2019-2020 as against the sanctioned strength of 5000 which is largest in Haryana for a University.

History of National Service Scheme
In India, the idea of involving students in the task of national service dates back to the times of Mahatma Gandhi, the father of the nation. The central theme which he tried to impress upon his student audience time and again was that they should always keep before them, their social responsibility. The first duty of the students should be, not to treat their period of study as one of the opportunities for indulgence in intellectual luxury, but for preparing themselves for final dedication in the service of those who provided the sinews of the nation with the national goods & services so essential to society. Advising them to form a living contact with the community in whose midst their institution is located, he suggested that instead of undertaking academic research about economic and social disability, the students should do “something positive so that the life of the villagers might be raised to a higher material and moral level”.
The post-independence era was marked by an urge for introducing social service for students, both as a measure of educational reform and as a means to improve the quality of educated manpower. The University Grants Commission headed by Dr. Radhakrishnan recommended introduction of national service in the academic institutions on a voluntary basis with a view to developing healthy contacts between the students and teachers on the one hand and establishing a constructive linkage between the campus and the community on the other hand.
The idea was again considered by the Central Advisory Board of Education (CABE) at its meeting held in January, 1950. After examining the various aspects of the matter and in the light of experience of other countries in this field, the Board recommended that students should devote some time to manual work on a voluntary basis and that the teachers should also associate with them in such work. In the draft First Five year Plan adopted by the Government of India in 1952, the need for social and labour service for students for one year was further stressed. Consequent upon this, labour and social service camps, camps work projects, village apprenticeship scheme etc., were put into operation by various educational institutions. In 1958, the then Prime Minister Pandit Jawaharlal Nehru in his letter to the Chief Ministers mooted the idea of having social service as a prerequisite for graduation. He further directed the Ministry of Education to formulate a suitable scheme for introduction of national service into the academic institutions.
In 1959, a draft outline of the scheme was placed before the Education Minister’s Conference. The Conference was unanimous about the urgent need for trying out a workable scheme for national service. In view of the fact that education as it was imparted in schools and colleges, left something to be desired and it was necessary to supplement it with programmes which would arouse interest the social and economic reconstruction of the country. It was viewed that if the objectives of the scheme were to be realized, it was essential to integrate social service with the educational process as early as possible. The Conference suggested the appointment of a committee to work out details of the proposed pilot project. In pursuance of these recommendations, a National Service Committee was appointed under the Chairmanship of Dr. C.D. Deshmukh on August 28, 1959 to make concrete suggestions in this direction.
The committee recommended that national service for a period of nine months to a year may be made compulsory for all students completing high school education and intending to enroll themselves in a college or a university. The scheme was to include some military training, social service, manual labour and general education. The recommendations of the Committee could not be accepted because of its financial implications and difficulties in implementation.
In 1960, at the instance of the Government of India, Prof. K.G. Saiyidain studied national service by students implemented in several countries of the world and submitted his report under the title “National Service for the Youth” to the Government with a number of recommendations as to what could be done in India to develop a feasible scheme of social service by students. It was also recommended that social service camps should be open to students as well as non-students within the prescribed age group for better inter-relationship.
The Education Commission headed by Dr. D.S. Kothari (1964-66) recommended that students at all stages of education should be associated with some form of social service. This was taken into account by the State Education Minister during their conference in April 1967 and they recommended that at the university stage, students could be permitted to join the National Cadet Corps (NCC) which was already in existence on a voluntary basis and an alternative to this could be offered to them in the form of a new programme called the National Service Scheme (NSS). Promising sportsmen, however, should be exempted from both and allowed to join another scheme calle4d the National Sports Organisation (NSO), in view of the need to give priority to the development of sports and athletics.
The Vice Chancellors’ Conference in September, 1969 welcomed this recommendation and suggested that a special committee of Vice Chancellors could be set up to examine this question in detail. In the statement of national policy on education of the Government of India, it was laid down that work experience and national service should be an integral part of education. In May, 1969, a conference of the students’ representatives of the universities and institutions of higher learning convened by the Ministry of Education and the University Grants Commission also unanimously declared that national service could be a powerful instrument for national integration. It could be used to introduce urban students to rural life. Projects of permanent value could also be undertaken as a symbol of the contribution of the student community to the progress and upliftment of the nation.
The details were soon worked out and the Planning Commission sanctioned an outlay of Rs. 5 crores for National Service Scheme (NSS) during the Fourth Five Year Plan. It was stipulated that the NSS programme should be started as a pilot project in select institutions and universities.
On September 24, 1969, the then Union Education Minister Dr. V.K.R.V. Rao, launched the NSS programme in 37 universities covering all States and simultaneously requested the Chief Ministers of States for their cooperation and help. It was appropriate that the programme was started during the Gandhi Centenary Year as it was Gandhiji who inspired the Indian youth to participate in the movement for Indian independence and the social uplift of the downtrodden masses of our nation.
The cardinal principle of the programme is that it is organized by the students themselves and both students and teachers through their combined participation in social service, get a sense of involvement in the tasks of national development. Besides, the students, particularly, obtain work experience which might help them to find avenues of self- employment or employment in any organization at the end of their university career.

Presently, 70% of the population in India lives in rural areas engaged in agrarian economy with agriculture and allied sector employing 51% of the total work-force but accounting for only 17% of the country’s GDP. There are huge developmental disconnects between the rural and urban sectors such as inequity in health, education, incomes and basic amenities as well as employment opportunities - all causing great discontent and large-scale migration to urban areas. The imperatives of sustainable development which are being felt more and more acutely all over the world also demand eco-friendly development of the villages and creation of appropriate employment opportunities locally. Increasing urbanization is neither sustainable nor desirable. So far, our professional higher education institutions have largely been oriented to cater to the mainstream industrial sector and, barring a few exceptions, have hardly contributed directly to the development of the rural sector. Unnat Bhārat Abhiyān (UBA) is a much needed and highly challenging initiative in this direction.

The Mission of Unnat Bharat Abhiyan is to enable higher educational institutions to work with the people of rural India in identifying development challenges and evolving appropriate solutions for accelerating sustainable growth. It also aims to create a virtuous cycle between society and an inclusive academic system by providing knowledge and practices for emerging professions and to upgrade the capabilities of both the public and the private sectors in responding to the development needs of rural India.

The Indian civilization stands as one of the most ancient living civilizations. It has consistently been recognized as a 'knowledge civilization', with our most significant asset being the 'Indian knowledge systems'. This represents a collective repository of Indian wisdom that has illustrated systematic approaches to living harmoniously with culture and science. Spanning from the earliest knowledge works, such as the Vedic literature, to the indigenous and tribal folklore of the nation, Indian knowledge constitutes an extensive reservoir of information. At the heart of Indian knowledge systems lies the pursuit of harmony with oneself and the natural world. It fosters connections with our inner selves, our communities, and the broader creation. Notably, it offers a tradition manifested through cultural relationships, rituals, and other practices that are vital for the holistic development of society, enabling knowledge to be applied by the populace in an accessible manner.
The contemporary education system is largely influenced by Western outlook, while the understanding of Indian cultural origins is often denied or ignored in mainstream education. As a result, our current society is bereft of traditional Indian knowledge. The primary aim of the existing education system is to produce an economic man, trained to meet the requirements of the industrial sector, with the sole focus on earning a livelihood. In contrast, the Indian education system aims to provide meaning to life along with the pursuit of livelihood. Thus, to achieve lasting change and reinvention, it is essential to reconnect with our deeper cultural values, which can be facilitated through the Indian education system. This shift from Western outlook to our Eastern heritage will pose a difficult challenge until Indian knowledge systems are fully incorporated into the educational framework of the nation.
To re-establish this connection, under the guidelines of the National Education Policy, 2020, the educational institutions must integrate various components of Indian knowledge systems into existing curricula, textbooks and content that can be taught in academic institutions and widely used on digital platforms. All the institutions must create a tradition of habits, rituals and festivals that incorporate this knowledge into our daily lives.
Indira Gandhi University, Meerpur, Rewari, Haryana, is dedicated to excellence and holistic student development. By blending traditional and modern knowledge systems, this institution empowers students to embrace their cultural heritage while acquiring contemporary skills. Our diverse programs foster critical thinking, life skills, and decision-making, aligning with the true purpose of education. Since its inception, the university has emphasized Indian Knowledge Systems (IKS) in both curricular and extracurricular aspects. Under the NEP 2020 guidelines, we aim to further strengthen and promote IKS, reaffirming our commitment to enriching education through cultural roots.
The University Centre for Indian Knowledge Systems (UCIKS) has been conceived as a pioneering initiative to revive, preserve and enhance the rich and diverse heritage of Indian knowledge systems.
The Centre aims to bridge the gap between traditional Indian knowledge and contemporary academic activities. The Centre will serve as a hub for interdisciplinary research, experiential learning and community engagement, thereby promoting a deeper understanding of India's intellectual, cultural and spiritual heritage.
The restoration and safeguarding of India's ancient and medieval knowledge systems is crucial for honoring its rich intellectual heritage and integrating traditional knowledge with modern advancements. This initiative entails the documentation and digitization of ancient texts, many of which are found in fragile manuscripts written in classical languages. Beyond preservation, the analysis and interpretation of these knowledge systems—covering philosophy, science, mathematics, medicine, arts, literature, and governance—ensure their relevance in contemporary society. The UCIKS seeks to actively foster cultural and artistic heritage through interdisciplinary research, education, and preservation.
Inspired by India’s profound philosophical heritage, the advancement of moral and value-based education is essential for cultivating individuals with a robust moral foundation. Instilling such deep moral and spiritual values within education fosters integrity, compassion, and a sense of responsibility among students. With this objective in mind, the UCIKS will integrate teachings from Indian philosophy, including the Upanishads, Bhagavad Gita, as well as concepts from Buddhist and Jain traditions, alongside modern ethics and civic education. This comprehensive approach will not only promote personal and social accountability but also motivate students to lead lives characterized by wisdom, humility, and profound respect for all living beings. By embedding moral values into education, UCIKS aims to develop future leaders and citizens who embody the principles of harmony, justice, and universal welfare.
Integrating traditional Indian knowledge systems with contemporary academic disciplines is essential to establish a comprehensive learning framework that embraces modern advancements while respecting indigenous knowledge. This integration involves incorporating modern science, technology and humanities as well as subjects such as Ayurveda, Yoga, Vedanta and ancient Indian mathematics.
The combination of traditional philosophy and ethical education with modern critical thinking and scientific exploration provides students with a holistic approach that promotes both intellectual and cultural growth. UCIKS will aim to create interdisciplinary programmes that promote collaboration between the heritage of ancient knowledge and contemporary fields such as medicine, environmental science, management and artificial intelligence. In addition, initiatives will be taken to incorporate these translated classical texts into the academic curriculum, ensuring their accessibility to learners from diverse linguistic backgrounds.
Community engagement and outreach is essential to make Indian knowledge systems accessible and relevant to all sections of society. Through organising workshops, seminars and public lectures, academic institutions, cultural organisations and research centres can bridge the gap between academia and the general public. The UCIKS will strive to ensure that indigenous knowledge benefits people from all backgrounds, as well as promoting cultural appreciation and practical application. This outreach can be further expanded through digital platforms, social media and interactive forums, allowing a global audience to connect with India’s intellectual traditions.
Promoting interdisciplinary research on Indian knowledge systems is essential for tackling current global issues like sustainability, health, and social harmony. The ancient traditions of India provide deep insights into holistic well-being, environmental conservation, and ethical governance, which can enhance contemporary scientific progress. UCIKS will serve as a hub focused on exploring these connections, thus fostering academic inquiry, empirical validation, and the sharing of indigenous knowledge.
Local to global collaboration is essential to promote the study and application of Indian knowledge systems at local/national/international levels and to enhance intercultural learning and innovation. Partnerships with national and international academic and research institutions, and cultural organizations can promote academic exchanges, joint research projects, and interdisciplinary studies that explore the relevance of Indian traditions in modern contexts. UCIKS can effectively promote Indian knowledge at national and international levels by organizing national and international seminars and signing MoUs with other institutions and seeking their support. Additionally, UCIKS can connect scholars across the world to India's intellectual heritage using digital platforms.
The UCIKS will work on the following strategy to achieve the objectives-
The members of the advisory board of UCIKS shall be nominated by the Hon’ble Vice Chancellor, Indira Gandhi University, Meerpur- Rewari (Haryana), with such representation as considered necessary, and shall consist of members belonging to the various sections of the campus community.
